Torrance, California, July 21, 2023 – Constant Associates (CONSTANT) today announces four industry luminaries to serve on its Board of Advisors. The Advisory Board will actualize a remarkable opportunity to influence the growth, strategic positioning, and trajectory of our company. Meet CONSTANT’s Board of Advisors

 

Anthony Otten, MPP – Tony offers extensive experience in the govcon space, including serving as CEO of Versar, Global Advisor for Avascent, and Board Chair for Orion Energy Systems.  He brings expertise across business strategy, finance, M&A and defense contracting.  A seasoned executive and director, he has held senior management positions with Sumaria Systems, Regent Education, Glenfarne Merger Corp, Marriott Corporation, and more. His industry experience includes defense contracting, security and access controls, distribution, and professional technical services. He has a master’s degree in Public Policy from Harvard University and a bachelor’s degree in Political Science from the Massachusetts Institute of Technology.

 

Lydia Thomas, PhD – Dr. Lydia Thomas is the former President and CEO of Noblis, a nonprofit organization working at all levels of government in areas essential to our nation’s wellbeing, including healthcare, national and homeland security, and public safety.  In a former role at Noblis, she led its Center for Environment, Resources, and Space. For 20+ years, prior to Noblis, she worked with the MITRE Corporation in a series of technical and management positions related to energy, environment, health, and communications systems. Dr. Thomas has also served the federal government, having been appointed to the President’s Homeland Security Advisory Council by President Bush with continued service for President Obama.  She also served a three-year term on the DOD Scientific Advisory Board and two-terms on the Environmental Advisory Board to the U.S. Army Corp of Engineers. She has been appointed to multiple Commission roles with the State of Virginia and is a current or former board member for several publicly traded companies, institutions of higher education, and government associations. Dr. Thomas holds a Doctor of Philosophy in Cytology from Howard University.

 

Nino Kharaishvili, MD, MBA – Dr. Nino Kharaishvili brings over 20 years of international health consulting experience across the United States, Europe, Africa, Southeast Asia, and Middle East. She specializes in global health security, biological threat reduction, health system resilience and preparedness, and disease/biosurveillance.  She has partnered with healthcare entities around the world to implement health system strengthening projects, improve system resilience, and assess national and multi-sectoral emergency response capacities. Dr. Kharaishvili serves as Jacobs’ Global Director for Health Systems Governance, where she is responsible for driving growth of business and impact of organizations in the health industry by bringing multi-disciplinary approaches and innovative solutions to her clients. Dr. Kharaishvili received her Doctor of Medicine degree from Aiety Medical School and her Master of Business Administration from the College of Saint Rose. She is ICAgile Certified Professional (ICP), Project Management Professional (PMP), and Change Management Advanced Practitioner (CMAP).

 

Janice Haith, MS – Janice Haith is a security, intelligence and Chief Information Officer (CIO) professional with 3+ decades of collaborative leadership experience. A former US Navy Chief Information Officer, she brings a deep understanding of the Federal ecosystem as well as experience gained from key private sector collaborations including Board and strategist roles for Intel Corporation, Oracle, and the Intelligence and National Security Council. Janice’s vast senior leadership roles have helped actualize digital transformation across the Federal IT enterprise.  She served as Director, Intelligence Access for Warfighter Support under the Secretary of Defense, and Director, Enterprise Operations/Federal Information Sharing Executive for the DoD CIO, where her responsibilities included DoD oversight of key Federal information sharing programs as well as network operations policy and strategy. Janice belongs to the Sustained Mentoring Program for the Black Engineer of the Year Award (BEYA) Stars & Stripes organization and mentors local high school students in STEM.  Janice earned a Master’s degree in Information Systems and Services from the University of Maryland and a Bachelor’s degree in Sociology and Criminal Justice from Hampton Institute of Virginia.
