At CONSTANT, we integrate methodologies such as the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model and subject matter expertise into training curriculums to develop capabilities for both the instructor and the student. Our materials are easy to use, yet simulate the real-world situations your organization needs to prepare for. We provide basic and custom courses including workforce readiness training and ICS/NIMS-certified curriculum. Our training is designed to integrate adult learning techniques through experiential activities.

Statewide Medical and Health Preparedness Program

A State as large as California has complex requirements for healthcare preparedness. CONSTANT was engaged to successfully execute a multi-year effort to support the State of California in managing its annual statewide medical and health disaster exercise. The effort spanned multiple trainings, website design, video production, technical assistance, and outreach. CONSTANT brought fresh ideas on managing the complex threat landscape of California, broadening connections with healthcare partners, and evolving resilience capabilities to meet the challenges ahead.

Medical Surge Readiness Program

Healthcare facilities must be ready to surge to meet the needs following a disaster. Working with two regional hospitals in Los Angeles, CONSTANT developed the “15 ‘til 50” Mass Casualty Incident Toolkit that outlines how to prepare for a surge of 50 patients with only 15 minutes' notice. This award-winning toolkit was designed for healthcare emergency managers. It included a PowerPoint deck, checklists, plan templates, videos, talking points, supply lists, and more. This program was recognized by the California Emergency Services Association (CESA) for its innovation and relevance in helping to prepare healthcare emergency managers for MCIs.

CBRNE Readiness for Healthcare​

CONSTANT is currently assessing local decontamination plans and jurisdictional CBRNE response capabilities for the Bay Area, California. This includes the design and conduct of a virtual workshop series to understand local government and partner agency operational capabilities, the development of a regional healthcare and hospital response Concept of Operations, and the creation of a purchasing plan to acquire identified necessary CBRNE equipment.

Disaster Response and Recovery Training

CONSTANT provides professional Instructional Systems Designs services for the FEMA Qualification System (FQS), a performance-based training program for the FEMA workforce that documents knowledge in specific incident management or incident support positions. This system ensures that those who are deployed for disaster response and recovery have the right qualifications to support their functions. CONSTANT’s innovative learning models support the assessment, planning, and development of position-specific courses, materials, and activities across FEMA cadres.

Public Health Disaster Training

The U.S. Administration for Strategic Preparedness and Response (ASPR) leads the nation’s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies. In support of this mission, CONSTANT was engaged to develop training to strengthen ASPR and its partners’ abilities to manage public health emergencies and to execute disaster response and recovery missions. Our work resulted in a suite of interactive training, created using cutting-edge adult learning methods and informed by first-hand accounts of disaster deployments. The training covered complex coordination concepts and new and emerging policies.

Mass Fatality Training Program

Mass fatality incidents present a myriad of complex issues that span technical processes, surge capability, and cultural considerations. It is often an overlooked, yet critical, component of emergency response. The State of California engaged CONSTANT to develop a world-class mass fatality training program. Our work involved the development of a series of mass fatality trainings informed by medical examiners and coroners from across the U.S., simulation of mass fatality incidents to provide hands-on learning opportunities, and coordination of course certification.
