CONSTANT has engaged in technology enabled decision support projects for CBP, the California Governor’s Office of Emergency Services (Cal OES), and the Bay Area Urban Areas Security Initiative (UASI).

National Security Automations and Dashboards
CONSTANT has supported the CBP Office of Facilities and Asset Management (OFAM) with several automations to reduce manual tasks, improve awareness, and strengthen leadership decision-making. Workflow automations are designed within existing Microsoft tools, and revolve around topics like travel approval, team organization, task requests, resource requirements, and reporting. CONSTANT has also crafted real-time dashboards to support multiple user views. These tools reduce manual burden, improve visibility, and enable faster, more coordinated decision-making across offices.

Accessibility Decision-Making
CONSTANT is developing an interactive Accessibility Decision-Making Tool for Cal OES’s Office of Access and Functional Needs (OAFN) to guide emergency managers through key decision points before, during, and after disasters. By translating established guidance into structured prompts and decision logic, the tool will enable more inclusive, informed decisions under pressure. This effort is building from previous engagements to maintain the AFN Library, an easy-to-use interactive toolkit that delivers AFN resources across topics like communications, evacuation, sheltering, and planning guidance.

Regional Resources for Communications and Coordination
CONSTANT has worked repeatedly with the Bay Area UASI to develop multi-disciplinary regional tools that promote information sharing and coordination. These tools include:
- A Crisis Communications Platform developed to compile 100 pre-written, standardized alert and warning messages translated into 20 languages.
- A Community Recovery Coordination Platform and Long Term Recovery Dashboard designed to manage resources for long-term, community-led recovery efforts.
- A Language Threshold Dashboard implemented to visualize language data to support multi-lingual communication needs.
- A Pandemic Public Information Officer (PIO) toolkit crafted to organize accessible products for use during a public health emergency.
CONSTANT is also currently advancing the Bay Area’s data-driven disaster planning by integrating regional data, hazard modeling, and analytic frameworks within a central platform. These tools have provided the Bay Area with shared resources that strengthen coordination and real-time decision-making.
