Emergency Management
Our Expertise
Preparing for the Worst-Case Scenario
CONSTANT supports federal and state, local, tribal, and territorial (SLTT) partners across the preparedness cycle to strengthen capabilities and deliver measurable improvements in readiness and disaster outcomes. Our work centers on workforce readiness and operational preparedness, while also enhancing organizational effectiveness by refining program structures, automating systems, and strengthening performance management. Through this approach, we help agencies operate more efficiently, improve accountability, and ensure preparedness investments translate into real-world capability.
We address hazard‑ and threat‑specific preparedness through integrated planning and community engagement tailored to each jurisdiction’s unique risk profile. Our data‑enabled approach to preparedness and operations helps clients organize authoritative data sources, build structured datasets, and apply analytic frameworks that inform priorities before disasters and decision‑making during response and recovery. CONSTANT also brings deep experience supporting special events preparedness through multi‑agency planning and operational readiness efforts.
Our specialties also include qualification‑based training, deployment readiness, and modern workforce development solutions designed to meet today’s operational demands. We modernize training programs by automating routine materials, developing consequence‑driven training modules, and aligning instruction with how personnel operate in the field. We also specialize in exercise to improvement implementation, designing HSEEP‑consistent exercises that directly inform corrective actions, readiness metrics, and demonstrable return on investment.
Ultimately, our work is designed to improve outcomes for disaster survivors by strengthening coordination and streamlining program delivery at all levels of government, delivering scalable, practitioner‑driven solutions that evolve alongside the emergency management landscape.

Disaster Response and Recovery Training
FEMA maintains the FEMA Qualification System (FQS), a set of metrics used to gauge capabilities for disaster response and recovery. This critical system helps to ensure that those deployed for disaster response and recovery have the training needed for the job. CONSTANT is supporting FEMA with the completion or update of dozens of FQS courses. We are developing innovative models that take real-world learnings from the field and use them to empower people for future deployments – building resilience and capability for new and persistent challenges.

CONSTANT was first engaged by the County to support enhancing the region’s ability to effectively plan for significant special events, crafting a Gap Assessment concerning emergency management capabilities to support large events and developing a Special Events Emergency Management Coordination Guide. We are currently engaged with the City of Los Angeles in a Special Events Emergency Management Coordinator role and are supporting the City of Inglewood with updating its Emergency Operations Plan and designing the structure for the FIFA World Cup Joint Tournament Operations Center.
