Torrance, California, October 25, 2023 – Constant Associates (CONSTANT), a leading management consultancy, announces the appointment of Jeff Philippart as our Business Development Director. With his wealth of experience across the federal government and the private sector, coupled with his proven track record of driving business growth, Jeff will provide leadership as CONSTANT continues to deepen and expand our impact at the SLTT level; build on our foothold in the defense sector; and strengthen our targeted outreach in the Federal emergency management, health/healthcare, and counterterrorism spaces.

Jeff joins CONSTANT with a history of success in government contracting, having held director-level positions for defense contracting firms Mag Aerospace, Robbins Gioia, and QinetiQ in both operations and business development roles. In former roles, Jeff’s accomplishments span managing programs with $30-$45M in annual revenue, building pipelines with $1B+ in qualified opportunities, and winning large multi-award IDIQs with agencies such as the U.S. Army and U.S. Air Force.
Prior to his roles in government contracting, Jeff first served in the U.S. Air Force for over 24 years. His decorated military career includes serving as Vice Wing Commander, being competitively selected amongst the top 5% of Air Force Colonels for the largest C-17 Wing, and serving as a Division Chief, Joint Chiefs of Staff (JS/J8 MASD).
