In order for a plan to be impactful, it must be crafted based on the insight of a planning team, adhere to government mandates, honor time-tested best practices, and reflect Whole Community needs. Our team has developed doctrine for all levels of government and commercial clients. Many of our award-winning plans have been cited as the gold standard, such as the first-of-its-kind Los Angeles County Family Assistance Center Plan.
We have written hundreds of complex, multi-disciplinary plans. From health security-related plans such as Pandemic Plans and Medical Countermeasures Plans, to healthcare preparedness-oriented plans like Medical Surge Plans, CONSTANT crafts readable and technically accurate documents that are easy to use. Emergency management plans are our specialty, and our expertise includes Emergency Operations Plans, Hazard Mitigation Plans, Climate Resilience Plans, Mass Care and Shelter Plans, Mass Fatality Plans, Recovery Plans, Continuity of Operations Plans, Crisis Communications Plans, and Evacuation Plans. Statewide Medical and Health Preparedness Program
A State as large as California has complex requirements for healthcare preparedness. CONSTANT was engaged to successfully execute a multi-year effort to support the State of California in managing its annual statewide medical and health disaster exercise. The effort spanned multiple trainings, website design, video production, technical assistance, and outreach. CONSTANT brought fresh ideas on managing the complex threat landscape of California, broadening connections with healthcare partners, and evolving resilience capabilities to meet the challenges ahead.
Medical Surge Readiness Program
Healthcare facilities must be ready to surge to meet the needs following a disaster. Working with two regional hospitals in Los Angeles, CONSTANT developed the “15 ‘til 50” Mass Casualty Incident Toolkit that outlines how to prepare for a surge of 50 patients with only 15 minutes' notice. This award-winning toolkit was designed for healthcare emergency managers. It included a PowerPoint deck, checklists, plan templates, videos, talking points, supply lists, and more. This program was recognized by the California Emergency Services Association (CESA) for its innovation and relevance in helping to prepare healthcare emergency managers for MCIs.
CBRNE Readiness for Healthcare
CONSTANT is currently assessing local decontamination plans and jurisdictional CBRNE response capabilities for the Bay Area, California. This includes the design and conduct of a virtual workshop series to understand local government and partner agency operational capabilities, the development of a regional healthcare and hospital response Concept of Operations, and the creation of a purchasing plan to acquire identified necessary CBRNE equipment.

Disaster Planning
With more than 60,000 employees, U.S. Customs and Border Protection (CBP) is one of the world’s largest law enforcement organizations and is charged with keeping terrorists and their weapons out of the U.S. while facilitating lawful international travel and trade. Planning for disasters at any level of the organization requires a deep understanding of its mission and the overlay of complexities that disasters bring. CONSTANT successfully supported CBP by creating a disaster recovery plan, ultimately working to improve resilience through a focus on people.

Healthcare Recovery Guide
CONSTANT crafted a first-of-its-kind National Disaster Recovery Framework (NDRF) Healthcare Recovery Guidebook for FEMA Region 1. The project was designed to further enable the federal government to support healthcare sector-related economic recovery. To inform the Guidebook, we conducted a workshop with FEMA Region 1 leadership to facilitate an idea exchange between healthcare partners. The Guidebook serves as a reference for SLTT Region 1 healthcare leaders for how to promote economic recovery after a significant disaster.
