Kim Hayward Buys is a Certified Emergency Manager® and homeland security leader with over thirteen years of multi-disciplinary expertise across a broad range of fields. She currently is a Senior Associate with CONSTANT. Kim's past experience includes work in community preparedness, resilience, planning, training, exercises, and disaster response and recovery. Kim brings over a decade of experience from her work at the Federal Emergency Management Agency (FEMA), which included specialized work in community preparedness, youth preparedness, stakeholder engagement, strategic planning, and policy development. Kim also brings local government expertise, having served as second-in-command for the Cook County (IL) Department of Emergency Management and Regional Security.

Kim offers compassionate leadership, federal and local government expertise, and emergency management knowledge. It is Kim's goal to leverage her unique skillset to build more resilient communities, with a focus on equity and inclusion.
