Ali Leis, MPH

Sr. Associate - Health Security and Healthcare Preparedness

Ali Leis brings 15+ years’ experience in public health and emergency management and is currently a Sr. Associate with CONSTANT. Ali has significant background consulting on planning, training, and exercises. She led the contracting team for HHS ASPR’s Phase 1 COVID-19 AAR. She also led training, exercises, and AARs for Pacific Gas & Electric, engaging communities throughout California. Ali has also managed support for FEMA’s National Qualification System and continuous improvement programs, including FEMA’s 2017 Hurricane Season AAR.

Ali also brings significant response and recovery experience. She was deployed on behalf of ASPR for the NDMS response to Hurricane Ida in Texas and Louisiana, COVID-19 mass vaccination site in Oakland CA, and COVID-19 disaster mortuary operations in New York City. She also supported ASPR’s recovery operations for Hurricanes Harvey, Irma, and Maria. Working for an NGO focused on children and their caregivers, she supported international responses in Haiti, Japan, New Zealand, and Australia. Ali holds an MPH from The George Washington University and Graduate Certificate in Behavioral Economics from The Chicago School of Professional Psychology.
