Exercises are an integral part of developing fully functional emergency management programs. To be effective, exercises must have clear objectives, align with all necessary requirements, and ultimately create an environment that is conducive to practice and evaluation and leads to capability enhancement. At CONSTANT, we leverage expertise in developing, delivering, and evaluating dozens of exercises across health security, emergency management, emerging threats, and healthcare preparedness. Our exercise offerings span virtual exercises, tabletop exercises, functional exercises, and full-scale exercises across all sectors of the government and the commercial sector.
Our exercise designers and range of resources ensure that the exercises conducted are comprehensive and made for your needs – whether your exercise is a virtual discussion-based tabletop exercise or a multi-site, Homeland Security Exercise Evaluation Program (HSEEP) consistent full-scale exercise. Statewide medical and health exercise program
Statewide Medical and Health Preparedness Program
A State as large as California has complex requirements for healthcare preparedness. CONSTANT was engaged to successfully execute a multi-year effort to support the State of California in managing its annual statewide medical and health disaster exercise. The effort spanned multiple trainings, website design, video production, technical assistance, and outreach. CONSTANT brought fresh ideas on managing the complex threat landscape of California, broadening connections with healthcare partners, and evolving resilience capabilities to meet the challenges ahead.
Medical Surge Readiness Program
Healthcare facilities must be ready to surge to meet the needs following a disaster. Working with two regional hospitals in Los Angeles, CONSTANT developed the “15 ‘til 50” Mass Casualty Incident Toolkit that outlines how to prepare for a surge of 50 patients with only 15 minutes' notice. This award-winning toolkit was designed for healthcare emergency managers. It included a PowerPoint deck, checklists, plan templates, videos, talking points, supply lists, and more. This program was recognized by the California Emergency Services Association (CESA) for its innovation and relevance in helping to prepare healthcare emergency managers for MCIs.
CBRNE Readiness for Healthcare
CONSTANT is currently assessing local decontamination plans and jurisdictional CBRNE response capabilities for the Bay Area, California. This includes the design and conduct of a virtual workshop series to understand local government and partner agency operational capabilities, the development of a regional healthcare and hospital response Concept of Operations, and the creation of a purchasing plan to acquire identified necessary CBRNE equipment.

Transportation Exercises
The Intermodal Security Training and Exercise Program (I-STEP) is a federal exercise program that provides exercise, training, and security planning tools and services to the transportation sector. I-STEP’s mission is to enhance security and reduce risk across the transportation network. Lessons learned from I-STEP exercises, training events, and workshops help shape national transportation security policy. CONSTANT currently supports I-STEP, including providing staff and technical expertise with exercise delivery for transportation operators across the U.S.

National Exercises
CONSTANT currently supports FEMA’s National Exercise Division with two programs, the National Exercise Program (NEP) and the HSEEP. We support key readiness activities for NED that have focused heavily on pandemic response capability building, public/private sector partnerships, and continuity planning, with an emphasis on building business processes that strengthen resilience, improve situational awareness, and improve knowledge sharing among partners. CONSTANT is also supporting Evaluation Reimagined -– an improved, data-driven exercise evaluation process intended to elicit more actionable and meaningful outcomes from exercises.

Terrorism Exercises
CONSTANT was contracted by San Diego County to coordinate a regional full-scale counterterrorism exercise involving play at three sites. To coordinate the exercise, CONSTANT facilitated a year’s worth of meetings with 50+ stakeholders. The exercise conducted included 1,200 participants, the County Medical Operations Center, and major medical facilities. The exercise started with a simulated cascade of vehicle-borne and active shooter attacks. Medical facilities practiced treating a patient surge while another cluster of agencies practiced managing a Family Assistance Center.
