SME Training & Development Manager / Psychometrician (FEMA FQS) Curriculum Development and Training Support – For immediate RFP Submittal!! Please note this position is part of an RFP due in early July and requires a Letter of Commitment from the selected individual.This Is What You’ll DoPractices the science of measurement, or psychometrics.Measure the validity, reliability, and fairness of an exam program and are integral to creating valid and reliable tests/assessments. Ensure proper assessment format, number of questions, and the levels of difficulty of the questions.Set time allotted to take the test/assessment and make decisions about scoring and points to assign each question.Work with the cadre of SME’s to identify what a test taker/participant should know to be competent in an FQS IM position and ensure test/assessment questions align to enabling learning objectives.Initiates, supervises, and/or develops requirements from FEMA training project inception to conclusion for complex to extremely complex programs.Instructional Systems Design (ISD) to include assessment/evaluation, development, maintenance/revision and sustainment of classroom, webinar and online training courses, materials, curriculum and experiential/practical exercises, and course piloting efforts. Provides strategic advice, technical guidance and expertise to program and project staff.Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions. This Is What We’re Looking For (key personnel must possess all)FEMA or other relevant disaster field operations experience (highly desirable)Familiarity with FEMA Qualification System (FQS)Experience facilitating group discussionsExperience presenting material to large groupsProject Management ExperienceInstructional System Design (ISD) background and experience, including 508 compliant courses and materials.Required QualificationsBachelor’s or Master’s Degree plus at least 10 years of relevant work experience.Must be able to pass and maintain a Public Trust background investigation through FEMA.Must be a U.S. citizen.Ability to travel to FEMA training centers.Location, Compensation & BenefitsThis position will preferably be near Washington, DC; however, it can be remote from any U.S. location.
