Nora Caplan is an Exercise Planner at Constant Associates. Ms. Caplan has eight years experience in public health, emergency management and project management. Her specialties include vulnerable pediatric populations, healthcare, mass fatalities/casualties and consequence management.
Prior to this assignment, Nora served as an Emergency Exercise Specialist for the District of Columbia (DC) Homeland Security Emergency Management Agency (HSEMA) designing and conducting continuity of operations (COOP) and business emergency preparedness exercises. Before her assignment at DC HSEMA, Ms. Caplan served as an Emergency Management Contractor for the DC Office of the Chief Medical Examiner focusing on writing plans and designing and conducting exercises for the District’s response to mass fatality events.
Prior to working in DC, Ms. Caplan worked as the project manager for the NYC Pediatric Disaster Coalition, an organization which serves New York City hospitals as well as local government agencies in preparing for and responding to disasters involving children, neonates and women in labor. She has served as a guest lecturer at John Jay College, teaching graduate-level emergency management courses. Ms. Caplan holds a Master Exercise Practitioner (MEP) certification, a Professional Continuity Practitioner certificate, a master’s degree (MPA) in Emergency Management, and is currently in pursuit of a doctoral degree in Public Health (DrPH), specializing in large scale public health emergencies.
