Jesse Hines is a proposal writer on the Business Development team at Constant and Associates, bringing 15 years of professional writing experience in proposal writing, technical writing, publishing, and journalism. Jesse specializes in communicating technical and complex information clearly and concisely. Prior to joining Constant, Jesse wrote proposals for the Chenega Corporation’s Professional Services Strategic Business Unit (PS-SBU), and contributed to winning proposals for Federal Government contracts at agencies such as the Federal Bureau of Investigation (FBI), Centers for Disease Control and Prevention (CDC), Naval Information Warfare Center (NIWC), and many other agencies at the Department of Defense (DOD) and Department of Health and Human Services (HHS).
He has also worked on the project side of Federal Government contracts, as a Technical Writer for ARDX, a healthcare consulting firm, where he wrote training materials for the Centers for Medicare & Medicaid Services (CMS) on an Affordable Care Act (ACA) contract that communicated Government healthcare regulations to members of the health insurance industry.
Jesse is a published author, having written more than 100 articles on local businesses, non-profits, healthcare issues, and upcoming events for The Oyster Pointer and The Health Journal, both award-winning newspapers in the Hampton Roads region of Virginia. He is the author of a book, “Tebow Time: Insights on Winning from Football’s Rising Star” published by Tarcher/Penguin.
Jesse possesses a B.A. in English from Christopher Newport University (CNU). He has won the following awards:
