Maricopa County Mass Vaccination POD Tools and Templates

Engaging local partners to manage and operate Points of Dispensing (POD) locations is a critical component to public health preparedness and response to communities during large-scale pandemic and other public health emergencies. CONSTANT recently had the opportunity to work with the Maricopa County Department of Public Health to develop a series of mass vaccination planning tools, featuring an updated set of mass vaccination handouts for volunteers, an updated training curriculum covering vaccine storage and administration, and templates for Closed POD partners based on national best practices and updated guidance from the Centers for Disease Control and Prevention (CDC) with regards to vaccination during a large-scale pandemic. This new guidance prompted Maricopa County to conduct a Gap Analysis and create a Recommendations Report (both also authored by CONSTANT) to help facilitate the advancement of the County’s mass vaccination capabilities overall, and to strategically prioritize gaps over the next five year period.

The toolkit and training materials will serve as a resource for existing and future POD partners in Maricopa County to help them adapt their current POD plans for operating large-scale vaccination-based PODs. The documents support POD planning by integrating inclusive planning strategies, refining partner roles and responsibilities, as well as incorporating updated vaccine-handling guidance for POD operations tailored for Maricopa County. These included new POD site layouts, new Job Action Sheets, and guidelines for identifying critical workforce numbers for partner organizations.
