Mr. Harrison offers over 30 years of experience in emergency management including conducting response and or recovery operations during 30 presidentially declared disasters/emergencies and numerous proclaimed State and Local Emergencies. Currently, as a consultant Mr. Harrison continues to apply his knowledge, skills and experience as skilled practitioner in emergency management to exercises and training and planning for state, local government and public and private educational agencies and institutions.
He has experience in emergency management at the Local, Operational Area, Regional and State Standardized Emergency Management Levels (SEMS). His career spanned over 24 years with the Governor’s Office of Emergency Services (OES) followed by over 6 years with the Los Angeles County Office of Emergency Management (OEM). During his career Keith developed or oversaw the development of emergency plans and procedures reinforcing effective multi agency coordination at and between SEMS Levels. He participated in developing the original Emergency Managers Mutual Aid Plan and its update. He has developed and conducted innovative SEMS compliant Emergency Operations Center and Agency Representative training for emergency management responders. He has served as an adjunct instructor at the California Specialized Training Institute and the National Emergency Training Center.
Mr. Harrison has been active in advancing the emergency management profession through membership and participation in the California Emergency Services Association (CESA) and the International Association of Emergency Managers(IAEM). He is a Past President CESA and Past CESA Southern Chapter President . He currently serves on the CESA Southern Chapter Board and the CESA state emergency management competencies framework committee. Mr. Harrison has received the following awards from CESA:
- Nicholas C. Petris Award, October 2013: Highest state association award in recognition of outstanding contributions to the emergency management field
- CESA Southern, Chapter President’s Award September 2013: Highest Chapter Award in recognition for outstanding contributions to the association
Mr. Harrison has a Masters of Arts in US History, from California State University Northridge and a Bachelors of Arts in History from San Diego State University.
