Jim Sims is a Senior Consultant/Subject Matter Expert for Constant & Associates with over fifteen years of experience in providing emergency management and disaster response solutions to local governments, special districts, non-profit entities, and private sector clients throughout California. Mr. Sims’ expertise includes public health, emergency preparedness and response, EOC operations, emergency operations planning, continuity of operations planning, hazard mitigation planning, mass casualty and mass fatality planning, and NIMS, SEMS and ICS compliance.
Mr. Sims received his initial training in emergency management and disaster response while serving as an ICBM Missile Crew Commander in the United States Air Force. He also served for over a year as the Interim Director of Emergency Preparedness and Response for the Los Angeles County Department of Public Health, where he oversaw development of the Department’s “first responder” capabilities to respond to large-scale public health emergencies. In addition, he has more than 25 years’ experience working with local governments in Southern California in the areas of transportation planning, demographic and economic forecasting, and information technology, which equips him with an in-depth understanding of local government operations. He also served for five years as the President and CEO of a large non-profit organization.
Mr. Sims holds Bachelor of Science in Business Administration, and Master of Urban and Regional Planning degrees from Auburn University, Alabama.
