Elaine Jennings, MA - Homeland Security and Public Safety Subject Matter Expert

Elaine Jennings is a highly accomplished professional with 17 years of experience in progressively increasing responsibilities. Elaine served in leadership positions at the State of California in the Governor’s Office of Homeland Security at the California Emergency Management Agency. She has managed a number of initiatives in homeland security, counterterrorism, public safety and emergency management including California’s Large Stadium Initiative. Elaine has supervised programs for technical support to local responders and emergency managers and has led several initiatives to improve state and local capability to prevent and respond to a WMD attack. Additionally, she has served in numerous positions during statewide Emergency Operation Center activations and served as a spokesperson during crisis events.

Elaine was tapped as a member of Governor Schwarzenegger’s Advance Team, managing high- level media events and traveling with the Governor on several international trade missions. She also served as Communications Director for the California Department of Corrections, as the Senior Public Safety Advisor to the Mayor of San Diego and on a fellowship serving at the Department of State in the Bureau of Diplomatic Security. Elaine is currently serving as a consultant and subject matter expert for clients in homeland security and public safety including Superbowl 50 and the City of San Diego.

Elaine is a graduate of the Naval Post Graduate School with a Master’s Degree in Homeland Security and Defense. She received her Bachelor’s degree in Political Science with an emphasis in international relations from California State University, Northridge. Additionally she has completed the University of Southern California’s CREATE (Center for Risk and Economic Analysis of Terrorism Events) program in counter-terrorism and The USCD Public Policy Program for Nuclear Threats. Elaine is certified in intelligence analysis and a certified instructor in NIMS/ICS, public information, media relation, and crisis communication, and is an HSEEP Certified Exercise Planner.
