David Mathe, MA, MEP - Emergency Management

David Mathe is a subject matter expert with over 40 years experience in the private and public sectors, specifically in Emergency Management and Fire Department Operations. He is a leader in organizational management, process improvement, marketing, and finance. He has developed best practices in Public Safety, focusing on Fire and Emergency Management issues.

David is an experienced first responder with deployments to many state and presidentially declared disasters in California. Most notable, the Northridge and Loma Prieta earthquakes and the central California coast floods in 2012. His assignments were in the Logistics and Finance Section of the Emergency Operations Center.

David provides Emergency Management advisory services to the local government in the review and revision of Comprehensive Emergency Management Plans including Emergency Operations Plans, Local Hazard Mitigation Plans, EOC Position training, emergency Resource development, and Continuity of Government and Operations. He also provides his services to area non-governmental agencies focusing on Continuity of Operations. He has served as an advisor for Los Angeles City Fire Department, Los Angeles Operational Area Alliance and the Recovery Guidance Plan.

David serves as an adjunct faculty for FEMA’s Emergency Management Institute, California Governor’s Office of Emergency Services, California Specialized Training Institute. He is also a faculty member of the California and Colorado Fire Mechanics Associations Academies.

He is an accomplished grant writer with awards exceeding $14 million, and is an active member in the California State Fire Fighters Association, San Luis Obispo County Critical Incident Stress Management Team and Community Fire Safe Council, the California Emergency Services Association and founder of California Fire Chiefs Association Emergency Management Section.

David holds an M.A. in Public Sector Leadership, St. Mary’s College and a B.S. Business Administration Minnesota State University. He is a Certified Emergency Management Specialist for the California Governor’s Office of Emergency Services and has been awarded the FEMA Master Exercise Practitioner (MEP) designation.
