Dave Cooper is a highly experienced project manager and instructor for Constant & Associates with over 20 years’ experience. A water quality scientist by profession and British import, Mr. Cooper came to the States over a decade ago after many years with the EPA in Scotland. Since landing stateside he specialized in hazardous materials management and response and has completed multi-million dollar federal contracts and performed comprehensive hazmat and spill response training programs across the United States and Europe.
Mr. Cooper specializes in competency-based training course development and delivery, assessing the needs of the organization and the trainee to provide training that delivers organizational results. Specifically, he has developed and managed large, concurrent projects for the US Army, US Army-Europe, US Coast Guard, Federal Aviation Administration and the Transportation Security Administration. Programs range from hazardous materials management to bioterrorism awareness to vessel oil spill response.
Mr. Cooper has completed numerous environmental service projects to ensure clients comply with a broad range of federal EPA, DOT and OSHA regulations.
Mr. Cooper has a Master of Science in Urban Water and Environmental Management and won awards in 2001 and 2002 for top student nationally with the Chartered Institution of Water and Environmental Management (CIWEM) in the United Kingdom. He speaks fluent German and has lived, worked and traveled through 25 countries and on five continents.
