Statewide Medical and Health Preparedness Program
A State as large as California has complex requirements for healthcare preparedness. CONSTANT was engaged to successfully execute a multi-year effort to support the State of California in managing its annual statewide medical and health disaster exercise. The effort spanned multiple trainings, website design, video production, technical assistance, and outreach. CONSTANT brought fresh ideas on managing the complex threat landscape of California, broadening connections with healthcare partners, and evolving resilience capabilities to meet the challenges ahead.
Medical Surge Readiness Program
Healthcare facilities must be ready to surge to meet the needs following a disaster. Working with two regional hospitals in Los Angeles, CONSTANT developed the “15 ‘til 50” Mass Casualty Incident Toolkit that outlines how to prepare for a surge of 50 patients with only 15 minutes' notice. This award-winning toolkit was designed for healthcare emergency managers. It included a PowerPoint deck, checklists, plan templates, videos, talking points, supply lists, and more. This program was recognized by the California Emergency Services Association (CESA) for its innovation and relevance in helping to prepare healthcare emergency managers for MCIs.
CBRNE Readiness for Healthcare
CONSTANT is currently assessing local decontamination plans and jurisdictional CBRNE response capabilities for the Bay Area, California. This includes the design and conduct of a virtual workshop series to understand local government and partner agency operational capabilities, the development of a regional healthcare and hospital response Concept of Operations, and the creation of a purchasing plan to acquire identified necessary CBRNE equipment.

CBRNE Industry Outreach
The Interagency Modeling and Atmospheric Assessment Center, a Defense Threat Reduction Agency (DTRA) and FEMA support center, provides models for disasters involving CBRNE agents. In support of the IMAAC, CONSTANT leads an extensive outreach and advertising program to raise awareness of the program and facilitate critical partnerships. We provide training on response modeling and information sharing to fire departments, law enforcement, emergency management agencies, public health departments, and critical infrastructure owners.

CBRNE Technical Assistance
The DTRA enables the DOD, the U.S. government, and foreign partners to deter, prevent, and counter weapons of mass destruction and emerging threats, including CBRNE threats. CONSTANT utilizes its specialized staffing expertise to provide DTRA with subject matter experts who help model CBRNE threat scenarios and provide response guidance and training to federal agency partners, combatant commands, and state and local first responders.

Terrorism Exercise
CONSTANT was engaged to coordinate a large-scale exercise that simulated a complex coordinated terrorist attack, including cyber security, for the City of Los Angeles. This annual exercise brought together stakeholders from throughout the City to support a Level 1 Emergency Operations Center (EOC) activation, which included the activation of all EOC sections. Our work included extensive coordination with partner agencies for simulation planning, the use of multiple media platforms, and design expertise using the HSEEP.
