CONSTANT partner, Hal Kempfer, speaks on Hurricane Harvey Emergency Reponse for ABC7 Eyewitness News

Hal Kempfer (Kipp Intelligence), a partner of CONSTANT, was featured on live TV this week. Mr. Kempfer was interviewed by ABC7 Eyewitness News anchors Marc Brown and Michelle Tuzee on Monday, August 28, 2017, to discuss the coordination of responders to the Hurricane Harvey disaster in Texas.

Mr. Kempfer mentioned that the responders and coordination were “One of the best I’ve seen” and that there were definite evidence of lessons learned applied from Hurricane Katrina in 2005, in particularly that as soon as the rain started falling, officials adviced residents to head to their domicile roofs, so they can be seen by responders and preventing being trapped in upper floors and attics.

Mr. Kempfer is a retired Marine Reserve Lt. Colonel who is an expert in subjects such as terrorism and homeland security, and is working with CONSTANT on a number of assignments.
