What a way to start the fourth quarter! CONSTANT enters Q4 with not one, not two, but three big wins – two awards with CBP and one with the SBA. Hats off to these hard earned wins and the work it took to land them. Special thanks to our BD team and Ops leadership for supporting proposal writing, capture, and preparation.

 

The last quarter of the year has traditionally been a busy time for CONSTANT. This year is no exception. Not only will we be focused on project execution, but we will also make our usual internal contributions with strategic planning, budgeting for next year, and performance management. These critical activities help us to ensure we are prioritizing the right initiatives, allocating aligned resources, and investing in our people.

 

Cheers to a solid start to Q4 and the great work ahead.

Kristina Bautista - FEMA FQS

CONSTANT team member Kristina BautistaMeet Kristina Bautista! She has over 10 years of experience in training development, specializing in creating effective learning programs. Her expertise ranges from designing corporate eLearning training on workplace technologies, such as Microsoft Suite, to developing advanced cybersecurity training for the U.S. military. With a focus on impactful solutions and a keen awareness of adult learning principles, she brings valuable insights to every project while fostering personal and professional growth.

 

Kristina holds a Master of Fine Arts (MFA) in Creative Writing and loves incorporating creativity into both her professional and personal life. She enjoys writing, painting, and exploring activities that promote well-being. Born and raised in Queens, New York, Kristina currently resides in Tampa, Florida, with her husband and their young daughter.  Kristina’s first day with CONSTANT will be October 7th.

Jesseka King - FEMA FQS

CONSTANT team member Jesseka KingSay hello to Jesseka King! Jesseka hails from San Antonio, TX, and brings over 15 years of Training/Development and project management experience to the team. She retired from the US Air Force last month after 21 years of service, and CONSTANT will be her first work experience outside of the uniform. Please allow her up to 10 questions each week for the first 60 days! 

 

During her tenure as a Military Training Instructor, she found her “why”, specifically her love for mentorship and adult engagement/development. She went on to manage the Air Force’s Initial and Advanced Nursing Corps curriculum and is eager to continue performing as an ISD analyst. Jesseka has a Master’s degree in Organizational Development and Leadership and recently obtained her PMP (Project Management Professional) certification further solidifying her expertise in overseeing complex projects and ensuring they are completed efficiently and effectively.

 

Jesseka has been married for 13 years, and together, they share three little tornadoes (two girls who are 7 and 5 years old, and a baby boy who’s 2 years old). Jesseka serves as the PTO president of her girl’s school and enjoys reading, all things Peloton, long hikes, true crime podcasts, great coffee, and hot yoga! Although she lives in South Texas, given the chance, she’d be frolicking in the mountains of Colorado. Jesseka’s first day with CONSTANT will be October 16th.

Madalyn Bryant - SBA

CONSTANT team member Madalyn BryantPlease welcome Madalyn Bryant! Branyt is an analyst with more than five years of experience studying government response to natural disasters and climate change.

 

They recently completed their degree in urban and regional planning at UCLA, where they researched barriers to wildfire recovery after the Camp Fire. Previously, Bryant worked at Pew Charitable Trusts studying federal and state budgeting for natural disasters, for which they were recognized with an achievement of consistent excellence award from the organization.

 

Bryant also holds a bachelor’s degree in Urban Studies from Rhodes College in Tennessee, where they worked at Memphis Area Legal Services and other direct service organizations through the Bonner Scholarship. In their free time, they are an avid fantasy reader who enjoys baking bread and painting. They currently reside with their cat in Los Angeles, CA. Bryant’s first day with CONSTANT will be October 16th.

Handing Out Candy, and our BD Handoff Process

Each time that CONSTANT is awarded new work, the Business Development (BD) team holds a Project Handoff Meeting. The Project Handoff Meeting is meant to provide a seamless transition from the proposal and contract phases to project initiation. During the meeting, the BD team and the project team discuss key files (request for proposal (RFP), proposal, contract), review project and client details, and address questions. In this article, we’ll discuss how BD and Operations can work together to optimize the Project Handoff Meeting and its outcomes:

 

  • Review key files prior to the meeting: When the BD Team invites the project team to the Project Handoff Meeting, we include a link to an Excel document that provides an overview of the project. This is accompanied by marked up versions of the proposal as well as the RFP and contract, if applicable. Reviewing these documents collectively provide critical context for why a project is scoped and staffed the way it has been, which is usually a direct reflection of the RFP’s structure. Questions can be answered by the BD Team to fill any gaps identified by the project team during the Project Handoff Meeting, and a pre-Project Kickoff Meeting/Contract Review Meeting with the client can be requested as needed to discuss any remaining questions. Reviewing these key files can also ensure that all can participate in key conversations about project risks and assumptions that were considered as part of the proposal process.
  • Understand unique details to ensure smooth transition: Each project that CONSTANT undertakes brings unique nuances. Some projects are for existing clients, building from current work, and others are for new clients, where CONSTANT’s knowledge of the client is limited. Some projects represent routine work, like an update to an Emergency Operations Plan (EOP), or activities aligned with key grant requirements, like the Administration for Strategic Preparedness and Response’s (ASPR) Hospital Preparedness Program (HPP). Other projects are seeking to build wholly new programs or have poorly defined parameters to allow us to pivot based on what the client wants. Understanding these unique details can help set the stage for successful project conduct, ensuring that CONSTANT is leveraging existing internal and external resources tied to the client and/or type of work being performed and is aligning to industry requirements. Whenever possible, the BD Team will provide links to and/or cite key resources that were used to inform the proposal, including intelligence from CONSTANT staff, best practice or doctrine documents, information from a client’s website or the local press, etc. These should be studied as foundational information by the project team and will provide context around the client’s potential challenges, needs, and objectives driving the project.
  • Sync with the BD Team on a formal communications handoff: Prior to the Project Handoff Meeting, the BD team is traditionally communicating directly with a client point of contact and/or their administrative point of contact about the project and contract. When the contract has been fully executed and the project handed over, the BD team will do a formal email handoff to transition communication to the project team. As part of the Project Handoff Meeting, BD and the project team will sync on this handoff process to ensure the project team is ready to respond quickly, introduce team members, and discuss next steps, like scheduling a Project Kickoff Meeting. The BD team can also provide email history and notes from any pre-contract discussions for additional context.
  • Remain in contact with BD: Once a project is formally handed off, the BD team remains a resource for the project team. Should there be any questions about what falls within the project scope, budget/resource allocation, resources, etc., the BD team is available for assistance. Furthermore, the BD team will seek out information from the project team from time-to-time as the project progresses, such as whether the project can be used as a proposal reference, if the project can be added to one’s master resume, whether we should pursue new RFPs with the client, etc. Likewise, should a client express interest in further services, the BD team is available to craft custom capability statements or briefings and/or informal quotes.

CONSTANT continues to refine and strengthen our BD handoff process as our projects grow in complexity. For federal projects, expect the Operations team to be engaged with the BD team from identification through capture and the proposal. More engagement will improve our proposals and should allow for a smooth transition during the handoff. Please reach out to the BD Team should you have any questions or suggestions. We look forward to more Project Handoff Meetings soon as we await results from the many proposals submitted this year!

Making Feedback Less Scary

Happy October! It’s the start of Spooky Season—clever costumes, creative decorations, and sweater weather (for some of us). As Maggie mentions in P&C’s article, it’s also time to start thinking about performance reviews. The ultimate horror. Performance reviews are an important administrative tool, but they should be just one part of a wider culture of feedback and growth between a manager and team member.

 

Whether in the performance reviews, a routine 1:1, or a casual conversation, here are some reminders on how to give and receive the best feedback:

 

  • Start with a strong relationship and clear expectations. Mutual trust is the foundation of any interaction. Feedback that comes out of nowhere is harder to receive and erodes trust.
  • Be open to feedback yourself and be accountable. This is especially important if you’re a manager—it signals that we all value each other’s perspectives and can all learn from mistakes.
  • Make feedback measurable and specific. “Good job,” alone, never helped anyone grow. What did the person do well that they can replicate next time?
  • Praise more than you criticize. When we give each other positive feedback that is measurable and specific, we know where we stand. It’s also easier to receive critical feedback when you know the other person likes your wider work. Aim for a 5:1 ratio.
  • Iterate don’t grade. Set up project structures so that there are multiple opportunities for feedback on a product. It’s more about working together to shape the product, not submitting it for a grade. This works with clients too.

Growth is an important part of our culture—both the growth of the company and the growth of each of our team members. Good feedback promotes growth, increases psychological safety, and helps us all work better together. Have a happy and healthy October!

Performance Management: Annual Review Timeline

We’re excited to announce that we’re starting the annual review process earlier this year! Based on your valuable feedback from last year, we believe this will provide you with ample time to gather information and prepare for your review.

 

Please see below for a high-level timeline and stay tuned for more details on the process:

 

  • Opens October 1, 2024: PERFORM launches review templates
  • Due by October 31, 2024: Team member submits self review
  • Due by November 30, 2024: Manager completes team member review
  • Effective January 17, 2025: Merit becomes effective

Pattijean Hooper recently facilitated a CONSTANT University Professional Development event on the topic of “Community Engagement.” Thank you, Pattijean, for providing this insightful information to the team on best practices, challenges, solutions, and measuring community engagement. This training has been posted on our isolved/CONSTANT University for anyone who would like to view it. If you attended this training, it has been captured in your Training and Development in isolved. If you don’t see it or you view the course on a later day, be sure to manually add it to your training record in isolved.  

 

Qualifying Life Event:

Remember, if you experience a qualifying life event, you have 30 days to make changes to your benefits.  For example, if you’ve recently tied the knot, welcomed a new family member, or a gain or loss of coverage under another plan, be sure to update your benefits in EASE within that 30-day window. Go to Benefits > then Actions (green button on top right of screen with a drop down) > Add Qualifying Event. Follow the prompts. Halloween Hackers and Ghostly Phone Gouls!

As we creep deeper into this spooky season, hackers and ghouls are everywhere! Keep your eyes out for a higher volume of mobile phone hits. These come in the form of text messages posed as work, they can be guised as political messaging, or even shipping platforms. I personally have seen UPS come through as spam asking to confirm an address.  

 

If you encounter one of these, block the number, then report the number to your mobile carrier (Verizon, ATT, etc.) They will usually have a reporting option to block these numbers. If you have any concerns or questions, ping me and we can work on it together!
