CONSTANT was contracted by Arizona Coalition for Healthcare Emergency Response (AzCHER) to develop a coalition Continuity of Operation Plan (COOP) and a continuity training for coalition members. The purpose of the COOP was to enhance AzCHER’s capacity to maintain business and coalition-wide functioning following a disaster. The goal for the training was to introduce continuity planning to AzCHER members to support their capacity to withstand impacts to their facilities.
CONSTANT conducted several efforts to fully understand AzCHER’s continuity needs and the best practices for coalition COOP development. This included a literature review and continuous meetings with AzCHER staff. Additionally, stakeholder discussions with AzCHER steering committee members and staff from AzCHER’s parent organization, Arizona Hospital and Healthcare Association (AzHHA), provided feedback and details to incorporate into the COOP. The structure of the COOP was based on industry standards and the content covered AzCHER specific needs as well as requirements from regulatory agencies. Drafts of the COOP were reviewed jointly by CONSTANT and AzCHER to ensure the information was accurate and detailed.
Similarly, the continuity training was based on a detailed literature review of best practices and regulatory requirements for healthcare facilities as well as input from AzCHER staff. It too went through a thorough review process to verify its applicability to AzCHER members and confirm key concepts to include. This culminated in a live webinar with three CONSTANT staff presenting the Introduction to Continuity of Operations training to approximately 50 AzCHER members. Participant feedback indicated that the training was effective, useful, and informative.
