This includes focusing on the growth and maintenance of CONSTANT’s business across western states and supporting the company’s expansion across the U.S. As the SLTT BD Associate, your ultimate goal will be to increase our top line by strengthening our market presence in state and local jurisdictions by building relationships with clients, understanding their needs, and positioning CONSTANT to offer aligned solutions. In addition to your charm and “rain making” skills, here are some ways you’ll make that happen:Lead CONSTANT’s overall SLTT business development strategy and achieve benchmarks assigned within this market.Work in collaboration with the Business Development Director to develop and execute a market growth strategy across targeted state and local markets.Build relationships and generate opportunities with current and prospective state and local clients through existing connections and networking.Build and grow relationships with other firms in our industry to increase awareness of our company and our capabilities, develop teaming partnerships to pursue large opportunities, and stay informed about the trends and state of our business.Understand and convey complex client requirements on both a business and technical level. Represent client priorities and requirements throughout the opportunity tracking and proposal development process.Manage forecasts and SLTT BD budgets.Maintain flexibility to support other BD team members across tasks including writing compelling narrative for proposals, offering client insights, creating and informing budgets, informing Federal opportunities, and identifying areas for improved procedures, while keeping SLTT BD tasks on track.Inform marketing content targeted at SLTT clients and work with the marketing lead to develop SLTT marketing strategies.Monitor and gather market and competitive intel to stay informed of agencies and programs and to position CONSTANT for market growth. This includes tracking grants (e.g., HMPG, SHSG, EMPG, UASI, etc.), notices of funding, Congressional spending, and other priorities and funding trends. Convey this information to CONSTANT team members and clients in a manner that leads to new/continued business.Represent CONSTANT at meetings and conferences and provide feedback on markets and opportunities.Work with team members on the services delivery side to provide insights on client needs and position CONSTANT to offer aligned solutions.Leverage CRM to track client outreach, leads, trends, and other information essential to successful SLTT BD.Qualifications, Skills, and Characteristics RequiredTo be considered for the position, you must meet the following requirements:Minimum of +4 years of experience in business development with emphasis in emergency management and health security/preparedness markets or equivalent experience in local government emergency management and/or public health preparedness, with an emphasis on relationship-building.Bachelor’s degree in business, marketing, or related discipline.Strong understanding of state and local government stakeholders including agencies, industry groups, culture, programs, budgets, procurement policies, and funding opportunities.Solid understanding of the local/state procurement processes and regulations, especially requirements for federally funded projects.Experience with client relationship management and opportunity tracking.Experience developing and executing multi-year strategies.Strong written and verbal communications skills. High degree of professionalism, diplomacy, problem-solving and decision-making skills.Proven ability and desire to work as a member of a high-functioning collaborative team, including a willingness to lean in and do what it takes to get the job done, while also working independently and achieving goals.Ideal candidates may also possess several of the following skills and qualifications:5+ years of experience in business development at the state and local level, preferably in the emergency management and health security/preparedness markets.Experience with state and local government agencies in the California market.Experience leveraging small business programs to grow business opportunities.Experience using Microsoft 365 for collaborative work and document sharing.Experience tracking opportunities and outreach in a CRM.Master’s degree in business, marketing, or related discipline.About CONSTANTOur mission is to make this world a safer place.
