Homeland Security Training and Exercise Services

The U.S. Department of Homeland Security (DHS) created the Homeland Security Exercise and Evaluation Program (HSEEP) to provide common exercise policy and program guidance that constitutes a national standard for homeland security exercises.  HSEEP was developed to addresses the delta between the natural disasters emergency response requirements and the specialized requirements related to terrorism.  It is a capabilities- and performance-based exercise program that provides a standardized policy for developing, conducting, and evaluating all exercises.

C&A has developed and delivered hundreds of exercise and training programs of all scales and types. We utilize progressive exercise strategies, beginning with a series of discussion-based exercises, expanding to a series of tailored, multi-discipline drills or functional exercises, and culminating with multifaceted full-scale exercises.  We have created training and exercise events that were tailored to meet the unique needs of clients in the fields of public safety, health and emergency management agencies, hospitals, coroners, private sector organizations, and numerous others.  We have simulated a wide variety of disaster scenarios ranging from acts of biological terrorism to use of chemical and explosive devices.
